The 1st EU-ASEAN High Performing Computing (HPC) Coordination Group Meeting took place in Singapore from 14 to 15 March 2019 in conjunction with the SuperComputing Asia 2019 (SCA’19), hosted by the European Commission Directorate General for Research and Innovation (DG RTD).

The meeting was the first between the EU and ASEAN aiming to support the establishment of the ASEAN-EU Research and Innovation Policy Exchange Platform. This platform is seen as a long-term and continuous support measure and activity planning tool for Region-to-Region cooperation on an expert working level and exchange between working level and policy level. The event on HPC brought together European Commission, EU Member States’ HPC policy experts, ASEAN HPC officials from policy and technical levels, enabling them to have a fruitful exchange on HPC strategies and plans on regional aspects. The workshop offered possibilities for sharing lessons and good practices, a wider expert network development and further cooperation initiatives. It served as an inaugural platform for dialogue between EU and ASEAN on HPC discussions. Both ASEAN and EU counterparts presented their respective HPC roadmaps, capacities, expertise and priorities. The EU shared experiences on the computational power applied in support to research, and the exchange recommended the next steps in the Region-to-Region collaboration on HPC.

This includes the realization of an expert mapping study of ASEAN policy orientations and related HPC research infrastructures piloted by E-READI (Enhanced Regional EU-ASEAN Dialogue Instrument), an EU-funded development cooperation program that facilitates dialogue forums between the EU and ASEAN. This study will be conducted by two HPC experts (one for the EU region i.e., myself, and one from the ASEAN region i.e., Dr. Idris F. Sulaiman), with the objective to be finalized by the end of the year (after a first draft review expected during 9th ASEAN-EU Union Dialogue on S&T (AEUDST-9) scheduled in June 2019 in Bali, Indonesia.

Update (Nov 30, 2019) The study and the associated expert report [1] was formally endorsed by the ASEAN HPC Task Force and the EC project officer & E-READI officials during the 2nd EU-ASEAN HPC Coordination Group Meeting held in Luxembourg.
